(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（■是 □不是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动； （4）须****城乡建设管理委员会颁发的《房屋质量检测证书》；（5）须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上；
（6）须具有社会消防技术服务信息系统和上海市消防技术服务管理系统的备案注册；
（7）须系我国境内依法设立的法人或非法人组织；
（8）本项目不允许转包。
