简要规则描述：为贯彻落实上海市创新社会治理，加强基层建设工作总体部署，全面推进加强基层消防安全综合治理体系和治理能力建设，进一步规范社区微型消防站建设、管理和运行，提升社区微站实用效能。根据《关于印发浦东新区社区微型消防站优化赋能分级管理指导意见的通知》（沪浦消防委〔2021〕22号）和《浦东新区2024年消防“为民办实事”项目实施方案》的通知（沪浦消专委〔2024〕23号）的文件精神，结合消防救援站站点分布，根据区域火灾风险、人群分布、地理特点等因素综合分析，通过布点建设配备专职人员和消防车辆、实现保护半径为1公里以及24小时有专职人员值班备勤的一级社区微站，满足灭火应急处置“1分钟快速响应、3分钟到场扑救、后续协同消防处置”。具体详见磋商文件内项目采购需求。
