一、采购类别:劳务分包

三、采购范围及工作内容：

阿联酋阿布扎比PV3阿吉班1.5GW光伏项目经理部属地辅助用工合同（二）工作内容包含但不限于：

（1）满足现场施工的人力需求；

（2）所有工作将按照现场安全规则和规定执行；

（3）提供紧急事件响应和处理服务；

（4）配合项目管理团队进行安全培训和演练。

（5）乙方应满足甲方和业主的要求；如果甲方或业主对人力不满意，相关人员在收到甲方通知后3个工作日内更换；

（6）所有劳工文件，如护照、阿联酋身份证、签证和个人防护装备(ppe)，均由响应方提供；

（7）现场发生的任何事件必须首先报告给甲方HSE经理，未经甲方许可，不得向第三方报告事件。

四、资格要求与合同条件

3.1为履行本施工合同，响应人至少应满足本采购项目的施工资质等级（劳务分包资质），并符合当地资质要求（阿联酋）。

3.2响应人必须具有独立法人资格，本项目不接受以联合体形式的响应。

3.3为具有被授予合同的资格，响应人应提供令采购人满意的资格文件，以证明其符合响应合格条件和具有履行合同的能力。为此，所提交的响应文件中应包括下列资料。

3.3.1有关确立响应法律地位的原始文件的有效复印件及原件扫描件（包括营业执照、资质等级证书、安全施工资格证、法人代表证或委托代理人证明书等），复印件需盖原章。

3.3.2按规定的格式填写公司的组织结构和拟在本工程担任项目经理及施工现场管理、主要施工人员的情况。

3.3.3完成的与本工程相似的业绩及其合同履行情况。

3.4中标人在接到中标通知书后5个日历日内开始合同谈判，并在10个日历日内签订完承包合同。

Contract for Local Auxiliary Labor Services (II) for the PV3 Agiban 1.5 GW Photovoltaic Project Management Department in Abu Dhabi, UAE

III. Scope of Tendering and Work Content:

Auxiliary Labor Contract (II) for the PV3 Ajiban 1.5 GW Photovoltaic Project Management Office in Abu Dhabi, UAE. Job responsibilities include, but are not limited to:

(1) Meet the manpower requirements for on-site construction;

(2) All work shall be carried out in accordance with the site safety rules and regulations;

(3) Provide emergency response and handling services;

(4) Collaborate with the project management team to conduct safety training and drills.

(5) Party B shall comply with the requirements of Party A and the owner; if Party A or the owner is dissatisfied with the personnel, the relevant personnel shall be replaced within 3 working days upon receiving notice from Party A.

(6) All labor documents, including passports, UAE identity cards, visas, and personal protective equipment (PPE), shall be provided by the bidder.

(7) Any incident occurring on-site must first be reported to Party A's HSE Manager; reporting the incident to any third party without Party A's authorization is prohibited.

IV. Qualification Requirements and Contract Terms

3.1 To fulfill this construction contract, the bidder must possess at least the required construction qualification level (labor subcontracting qualification) for this tender project and comply with local qualification requirements (United Arab Emirates).

3.2 Bidders must possess independent legal person status; consortium bids are not accepted for this project.

3.3 To qualify for award of the contract, bidders shall submit qualification documents satisfactory to the tenderer, demonstrating compliance with the bidding requirements and capability to perform the contract. Accordingly, the submitted tender documents shall include the following materials.

3.3.1 Valid copies and scanned originals of the original documents pertaining to establishing the legal status for bidding (including business license, qualification certification, safety construction qualification certificate, legal representative certificate, or authorization letter for authorized agent), with all copies bearing the original seals.

3.3.2 Fill in the company's organizational structure, as well as details of the project manager, site management personnel, and key construction staff to be assigned for this project, in accordance with the specified format.

3.3.3 Completed projects similar to this one and their contract performance records.

3.4 The successful bidder shall commence contract negotiations within 5 calendar days upon receipt of the award notice and finalize the contract within 10 calendar days.
